Partner – Head of Commercial Services
What's your role?
I head the Commercial Services team providing business-focused and responsive advice and solutions on all commercial legal matters. We deal with the full range of contractual issues of concern to clients from preparing Terms & Conditions appropriate for their size and sector to designing full-form Framework Agreements for multiple international trading activities. We understand that the right solution requires the legal, regulatory and tax aspects of any activity to be aligned with the commercial objectives. We therefore work closely with our client’s commercial managers and in-house counsel and other advisers to deliver the right response at the right time.
We aim to provide an In-House/Outside resource on which clients can rely as an integrated part of their team. We do this by using state-of-the-art technology and high mobility to work anywhere, including on-site at client premises, and at any time depending on our client’s business requirements.
I started my career as an adviser to the Andorran Trade Mark Office and then worked on non-dollar derivative options in the City of London. However, I really cut my legal teeth as an in-house adviser in the engineering sector, eventually becoming General Counsel to a Japanese semiconductor manufacturer. That role took me all across Europe, Asia and the US, working with managers, engineers and advisers from many different cultures and jurisdictions, and taught me how to provide advice that was precise, relevant and easily understood.
When I went into practice in 2001, my aim was to add the benefits of the in-house approach to the advantages of being an external adviser. My client base now extends to the semiconductor industry, enterprise-level software development, UK and European fragrance distribution, radio spectrum management for military and telecommunications authorities, agile management consultancy and specialist retail installations. I am also committed to working with start-ups developing innovative apps and products.

Which five words best describe you?

- I produced and directed my own adaptation of Macbeth, Ma Beth, at the Old Courtroom as part of the Brighton Fringe in 2014
- I have a stop-start relationship with fencing but did manage to compete at County level in 2003 and again in 2013
- About a year ago, I decided to take up song writing seriously and now aim to finish one a week
Mark O’Halloran has worked with CASCO Europe for 5 years and I have at all times been extremely impressed by his professionalism and knowledge on business matters which have provided my company with an excellent service. Not only has Mark been a great partner in our business but he’s also quickly become part of our extended team here at CASCO. I have always found Mark to be proactive, responsive and attentive to details and this has clearly been reflected by the robust management of the cases he has represented my company on. I would have no hesitation in recommending Mark to anyone.
Matthew Bubear, CEO, CASCO Europe Ltd
Mark has an extensive knowledge of all aspects of commercial law – contract, tort, corporate, property, employment, tax etc. in both the UK and other jurisdictions. He also has an excellent understanding of the businesses with which he works and the commercial environments in which they operate. This enables him to add value through his work as his advice is legally correct, solution orientated and business focussed.
Chris Kelly, Vice President Europe, Tokyo Electron Europe Ltd
It’s our basic belief that advisers must listen to and engage with clients, adapting to their needs and not taking a one-size fits all approach. That’s why we are delighted to work with Mark. He takes the time he needs to understand us and our goals, he communicates effectively and he works with us to achieve our objectives. He has the Agile vision we prize and a detailed legal insight we trust.
Davina Sirisena, Managing Partner, Agilesphere LLP
We have worked with Mark since 2004 on enterprise-level software licensing, installation and support and have benefitted greatly from his common-sense approach and ability to devise innovative solutions. He brings us relevant and invaluable commercial experience, enthusiastically engages in brainstorming sessions with our whole team and always works to our deadlines to help us achieve the goals we set ourselves.
John Chartres, Managing Director, Specialist Data Solutions Ltd
Mark has skilfully guided me through the corporate legal minefield since I founded Cerberus Black back in 2009. He has helped me navigate through multiple rounds of investment funding and successful European grant applications. We are presently poised to bring our innovative A-WASP product to the international market. Mark has been a trusted advisor since the outset, deftly minimising the financial burden to a fledgling company whilst ensuring exemplary legal protection at all times. He is an irreplaceable asset.
Matthew Henry, Founder & Managing Director, Cerberus Black Ltd
I have worked with Mark over the last 6 years on various contractual and commercial matters. He is my first point of contact on all legal matters that I have to deal with on behalf of my company. I enjoy working with Mark as he has an excellent understanding of our business and presents complex matters in a manner easy to understand. It’s a very interactive relationship and I have learned a great deal about the key legal issues affecting our business as a result of working with him.
